Think this was made by someone and a very good job.
Skirt is a cotton blend.
Measures - 24" waist expandable to tight 38" - 86" hips - 35½" in length with 120" circumference.
Elastic waistband - all inside seams are finished - constructed of 10 vertical panels with black strips and black border on bottom - separate black lining measures - 20" waist expandable to 38" - 46" hips and is 32½" in length - the only flaw found is the skirt elastic is twisted in one area and is not flat - hand washed and line dried.
